8. I then heard argument from the claimant and the respondent in relation to the claimant’s application. I asked the claimant to address me on why the application was made on 6 March 2025 and not before, what the reason for the delay was given the complaints related to events which appear from the application to have occurred in the period June to July 2024, but the application was made on 26 June 2025.
